Bill LeBlanc, P.Eng., B.Sc. - Bill LeBlanc Consulting
Managing Director, Canadian Precast Concrete Quality Assurance (CPCQA) Certification Program

Bill LeBlanc is a Professional Engineer with over 40 years of experience in all facets of the precast concrete industry.

Bill has participated in a wide variety of industry activities over his career. Some of these include the following :

• Chairman of the Canadian Precast Prestressed Concrete Institute (2 terms)
• Director of Provincial ACI Chapters
• Member of the subcommittee for the Concrete Chapter of "CSA S6 - Canadian Highway Bridge Design Code"
• Member of several Prestressed Concrete Institute Committees.

Bill holds a B. SC. (Civil engineering) from the University of Saskatchewan.

Quality Assurance Reporting Program

The purpose of the CPCQA is to protect and advance the best interests of (a) the concrete pipe and precast concrete products industry in Canada; and (b) the structural precast/prestressed concrete industry, the architectural precast concrete industry and the specialty precast concrete industry in Canada, and to protect and serve the public from a safety perspective, by certifying manufacturers who demonstrate the ability to meet national standards and other best practices.
